Torben Madson is a 3rd-generation Floridian and former prosecutor with the State Attorney for the 9th Judicial Circuit of Florida. For the last 25 years, his practice has focused primarily on Administrative Law to include Workers’ Compensation, Insurance, and Regulatory matters, during which time he has exclusively represented businesses. He also regularly represents PEOs before the Board of Employee Leasing in Florida with respect to licensing and disciplinary matters and he also assists PEOs with licensing and regulatory matters in other states around the country.
Mr. Madson is the Deputy General Counsel for the Florida Association of Professional Employer Organizations (FAPEO) and currently serves on the Legal Advisory Council for the National Association of Professional Employer Organizations (NAPEO.) In addition, he is a subject-matter advisor for Professional Administrative Co-Employers (PACE.) He has previously served as an advisor to the Employer Services Assurance Corporation (ESAC) and serves on the FAPEO Insurance Task Force. He has been published in the NAPEO Insider including “What is a PEO? Defining PEO and Temporary Staffing for NCCI”. He has co-authored “Madson on Texas and Louisiana Real Property Boundary Law” and “A Drug Free Workplace Overview”. Mr. Madson is a nationally-recognized speaker on insurance and regulatory matters related to the PEO and staffing industries.
